The Senior Program Officer will report to the Resident Country Director. The Senior Program Officer will be responsible for liaising and outreach to civil society organizations (CSOs)/community-based organisations (CBOs), and technical assistance under the direction of the Resident Country Director. S/he will also support elements of program and activity design. The SPO will be expected to provide up to date analysis of the political environment and context, updates on program implementation and technical assistance to NDI partners, and plan and implement program activities. S/he will also be responsible for reporting and monitoring and evaluation aspects of the program, coordinating capacity support for partners, and participating in donor discussions, as directed. S/he will also be responsible for supervising, in coordination with the Resident Country Director, a program assistant and, potentially, intern(s). The SPO will work with other staff in the NDI Zambia office for successful implementation of programs.
Responsibilities
- Serve as point of contact on selected programs and provide close oversight of all aspects of daily operations of the programs, under the direction of the Resident Country Director.
- Develop and maintain relationships and communication with CSO/CBO partners, including supporting reporting, M&E, capacity building support and financial management.
- Produce program analytic briefings, including written analysis to a high standard, and support donor reporting through bi-weekly reports and M&E data collection.
- Provide technical assistance in the implementation of programs and partner activities and M&E;
- Lead, with supervision, the organization of program events, including conferences, consultations, seminars, workshops and meetings, and assist partners in such as required.
- Lead, with supervision, the program and partner planning process and update activity plans and budgets as needed.
- Provide direct support to selected partners on proposal development, budget and budget notes development, activity implementation and activity reporting.
- Design and implement NDI Zambia technical assistance and capacity building programs for selected partners, in collaboration with other staff as required.
- Maintain regular and efficient internal communication and reporting on program developments.
- Produce letters, program agendas and memos; develop, proofread and edit program materials and documents for accuracy as needed.
- Develop strategic documents – work plans, reports, project proposals and briefings.
- Support data analysis and data visualizations when required.
- Lead regular bi-weekly, quarterly and other donor and similar reports for designated activities.
- Ensure timely monitoring and evaluation of program and partner activities and collect data for ME&L purposes, in cooperation with the MEL staff.
- Provide other programmatic assistance to NDI Zambia and international staff members/consultants as needed and assigned.
Qualifications
- Minimum five years of experience in a technical assistance and/or programmatic role.
- Minimum 2 years experience managing multiple civil society/community-based partners, including sub-granting and/or contracting arrangements.
- Experience and technical expertise in inclusion programming, including supporting women, youth and people with disabilities to participate fully in electoral and political processes.
- Strong budgeting, program reporting and M&E skills.
- Significant experience using Google applications, Excel and web-based platforms.
- Bachelors degree in a relevant field. Master’s degree preferred.
