Job Summary
The Operations, Monitoring and Evaluation (M&E) Expert will lead the operational execution of Petrushka Trading Limited’s waste aggregation and collection project while embedding robust monitoring, evaluation, and learning systems into all aspects of project delivery.
The role is responsible for coordinating factory establishment, operation of 10 Waste Collection Centres, rollout and utilization of the in-house garbage collection application, integration of 100 SMEs as waste aggregators, and recruitment, training, and onboarding of an additional 3,000 household customers. The position ensures that operational performance, customer growth, and environmental outcomes are systematically tracked and reported to management and funders.
Key Duties and Responsibilities
Operations Management
- Coordinate and oversee day-to-day implementation of project activities, including factory setup and operationalization.
- Manage establishment and operational readiness of 10 Waste Collection Centres.
- Oversee deployment, adoption, and continuous improvement of the in-house garbage collection app.
- Coordinate onboarding, training, and performance management of 100 SMEs as waste aggregators.
- Lead recruitment, onboarding, and service activation of 3,000 additional household customers, ensuring households are managed as customers with defined service standards.
- Coordinate delivery of household training on waste segregation, collection schedules, and service protocols.
- Monitor waste collection logistics, schedules, and aggregation workflows.
- Identify operational risks and bottlenecks and implement corrective actions.
- Ensure compliance with health, safety, and environmental standards across all operational sites.
Monitoring, Evaluation, and Learning
- Design and implement a comprehensive Monitoring and Evaluation framework aligned with project objectives and funder requirements.
- Define and track performance indicators covering:
1) Waste volumes collected and aggregated
2) Operational efficiency of collection and centres
3) SME participation and productivity
4) Household customer growth, retention, and service usage
5) Environmental outcomes and service quality
- Manage baseline data collection and routine performance monitoring.
- Ensure high-quality data collection, validation, storage, and analysis, leveraging operational systems and the in-house app.
- Facilitate learning and reflection sessions to support adaptive management and continuous improvement.
Reporting and Accountability
- Prepare consolidated monthly operational and performance reports for internal management.
- Produce quarterly and annual progress and results reports for funders, investors, and regulators.
- Support donor reviews, audits, and external evaluations, including coordination with independent evaluators where required.
- Contribute data and performance narratives for fundraising, scale-up proposals, and stakeholder communications.
Qualifications and Experience
- Bachelor’s degree in Operations Management, Environmental Science, Business Administration, Development Studies, or related field; postgraduate training in Monitoring and Evaluation is an advantage.
- Minimum of 2-5 years’ experience in operations or project management, with demonstrated responsibility for performance monitoring or M&E.
- Strong understanding of waste management systems, SME-based aggregation models, and customer-oriented service delivery.
- Experience working with digital data systems or mobile applications is an advantage.
- Strong analytical, coordination, reporting, and stakeholder engagement skills.
