Project Officer Zambia
DCAF Zambia has been engaged in Zambia's efforts to improve police governance since 2019, supporting initiatives to enhance police accountability and effectiveness.
In January 2025, DCAF Zambia initiated a new project to support reform of the Zambia Police Service (ZPS). The project aims to promote a more accountable, effective, and human rights-compliant police service, particularly in the context of the 2026 elections, by strengthening governance, management, and oversight. The Project Officer will be contributing to the planning, coordination, monitoring, and reporting of project activities, in close coordination with the Project Team, national partners, and DCAF Headquarters.
Key roles and responsibilities:
1. Project Coordination and Implementation
· Under the direct supervision of the Programme Manager supports the organisation and coordination of all project activities.
· Supports the planning, design, delivery, and follow-up of project activities, including trainings, conferences, public consultations, surveys, and other outreach activities.
· Designs and delivers selected training components and contributes substantively to learning activities, as required.
· Prepares concept notes, agendas, background documentation, presentations, and other materials for project activities.
· Develops and monitors detailed work plans for assigned project components, ensuring timely implementation and coordination with relevant stakeholders.
2. Stakeholder Engagement and Coordination
· Builds and maintains constructive working relationships with relevant stakeholders, including civil society organisations, oversight bodies, community actors, experts, and partners.
· Works closely with national and international experts involved in project activities related to external oversight and community engagement.
· Supports coordination between DCAF Zambia, and other project partners to ensure coherence across project pillars.
3. Monitoring, Evaluation, Accountability, and Learning (MEAL)
· Supports the Programme Manager on monitoring, evaluation, accountability, and learning (MEAL) efforts across the project.
· Collects, analyses, and consolidates data and feedback from project activities to support evaluation processes and adaptive project management.
· Contributes to the development and use of monitoring tools, indicators, and reporting frameworks in line with DCAF and donor requirements.
4. Reporting and Administrative Support
· Contributes to the drafting of internal monthly reports, activity reports, and other narrative project reporting as required.
· Provides logistical support for project activities, including coordination of venues, travel, accommodation, and participant arrangements, in close collaboration with administrative and logistics staff.
· Supports documentation, filing, and knowledge management related to project activities.
Requirements:
· University degree in Political Science, International Relations, Development Studies, Law, Human Rights, Social Sciences, or a related field.
· Additional training or coursework in project management, monitoring and evaluation, governance, or human rights is an asset.
· Minimum 3–5 years of relevant professional experience in project coordination, programme implementation, or similar roles, preferably within an international organisation, NGO, donor-funded programme, or civil society organisation.
· Demonstrated experience working with civil society, oversight institutions, community actors, or governance-related programmes.
· Proven experience in organising and supporting trainings, workshops, consultations, or outreach activities.
· Experience in monitoring, evaluation, and reporting, including data collection and analysis, is a strong asset.
· Familiarity with security sector governance, police reform, human rights, accountability, or electoral contexts is an advantage.
· Zambian citizenship or valid residence permit at the time of application is a pre-requisite.
