Background
The Government of Zambia has prioritised the green economy as a key pillar of sustainable and inclusive national development. To support this agenda, the Ministry of Green Economy and Environment seeks to develop Green Economy and Climate Change Mainstreaming Guidelines for the Energy, Agriculture, and Forestry sectors. These guidelines will equip sectors with practical tools to integrate climate resilience, low-carbon pathways, efficient resource use, and green growth principles into policy, planning, and implementation.
To support this work, the Ministry is recruiting a qualified Consultant to lead the development of the guidelines through an inclusive, participatory and technically robust process.
Scope of Work
The Consultant will undertake the following tasks:
- Benchmark relevant mainstreaming guidelines from African countries.
- Review national policies, legislation, and frameworks related to Energy, Agriculture, Forestry.
- Designing a participatory and consultative process for developing the guidelines.
- Leading the preparation of the Green Economy and Climate Change Mainstreaming Guidelines for the three prioritised sectors with a toolkit to help sectors track their implementation
- Developing modalities and mechanisms for communicating and disseminating the guidelines to stakeholders.
Qualifications
- Master’s degree in: Forestry, Energy, Agriculture, Climate Change, Green Economy, Development Studies, Industrial Ecology, or a related field.
- Excellent analytical, writing, and communication skills.
- Strong presentation and facilitation skills.
- Proficiency in English and computer applications (MS Word, PowerPoint, Excel).
Required Experience
- At least 7 years of professional experience developing policies, programmes, or guidelines related to green economy, climate change, or related sectors.
- Minimum 5 years of practical experience implementing climate change and green economy initiatives at national or sub-national level.
- Demonstrated experience developing mainstreaming guidelines.
- Experience in environmental policy analysis in Zambia.
- Experience working on donor-funded projects.
