A) DEVELOPMENT OF RISK MANAGEMENT POLICY
The Young Women’s Christian Association (YWCA) Zambia is a Christian, Membership, Non-partisan, Non-Governmental Organization (NGO) dedicated to the empowerment of the community especially women, youth and children . YWCA is one of the oldest women’s organizations and since its inception in 1957, YWCA has continued to stand at the fore front of social change and tackling gender injustices such as gender-based violence, including child marriage and sexual reproductive health rights violations. It is operational in 9 provinces.
YWCA invites qualified and experienced consultants to submit proposals for the provision of consultancy services to develop a comprehensive Risk Management Policy that aligns with international best practices and Zambia applicable regulatory frameworks.
1. Objectives of the Assignment
The primary objective of this consultancy is to:
- Develop a Risk Management Policy tailored to YWCA s operational context.
- Establish clear procedures for risk identification, assessment, mitigation, and monitoring.
- Build organizational capacity in risk management through training sessions for staff on risk management practices and knowledge transfer.
2. Scope of Work
The consultant will be expected to:
1. Conduct a situational analysis and risk assessment of YWCA operations.
2. Review existing policies, procedures, and frameworks relevant to risk management.
3. Draft a Risk Management Policy that:
· Defines risk categories and risk appetite.
· Outlines roles and responsibilities for risk management.
· Provides mechanisms for monitoring, reporting, and continuous improvement.
· Deliver training sessions for staff on the application of the policy.
· Submit a final Risk Management Policy document and implementation guidelines.
4 Conduct stakeholder consultations, including staff, management, and key partners, to inform the policy revision process.

4. Duration of Assignment
The consultancy is expected to be completed within 20 days from the date of contract signing.
5. Required Qualifications
· Degree in Risk Management, Business Administration, Accountancy Governance, or related field.
· Advanced degree s in the above fields will be an added advantage.
· Minimum of 7 years’ experience in risk management and policy development.
· Demonstrated knowledge of international standards i.e. ISO 31000 and local regulatory frameworks.
· Strong analytical, facilitation, and communication skills.
· Proven track record of similar assignments with reputable organizations.
7. Reporting and Supervision
The consultant will report to the Executive Directorand will work in close collaboration with designated staff and stakeholders.
8. Proposal Submission
Interested consultants should submit:
1. Technical proposal outlining approach, methodology, and work plan.
2. Financial proposal with detailed cost breakdown.
3. Curriculum Vitae of the consultant(s).
4. Evidence of similar assignments undertaken.
5. References from at least two previous clients.

B) DEVELOPMEENT OF ANTI-HARASSMENT, DISCRIMINATION & SLAVERY POLICY
Background information
The organization seeks a clear, legally compliant, practical workplace policy to prevent and address harassment, discrimination and forced/child labor or modern slavery, human Trafficking across its operations and supply chain. The policy must reflect applicable national laws, relevant international standards (e.g., ILO Conventions, UN Guiding Principles on Business and Human Rights, ILO/UN declarations on forced labor/child labor), and good practice.
Objective of the Assignment
Develop a comprehensive Anti‑Harassment, Discrimination & Slavery Workplace Policy and associated guidance and tools to enable implementation, reporting, investigation and remediation.
Scope of Work
Description
• Primary Target: all employees, contractors, consultants and volunteers across all company sites.
• Secondary Target: suppliers, subcontractors and relevant business partners (supply‑chain expectations and due‑diligence requirements).
• Geographic: Global.
• Topics: definitions, prohibited conduct, prevention measures, recruitment and procurement safeguards, reporting channels, investigation procedures, disciplinary measures, remediation, monitoring and training.
Key Task and Responsibilities
1. Inception
Review existing YWCA HR policies, codes of conduct, supplier contracts, previous grievance/investigation records and any relevant legal/regulatory requirements.
2. Hold kick‑off meeting - with YWCA to confirm expectations, timeline and scope.
3. Benchmarking & Legal Review
Conduct benchmark of 2- - 3 comparable organizations and best practice frameworks. Identify applicable national legal requirements in key operating jurisdictions.
4. Drafting
Drafting of the Policy document with clear, concise provisions: purpose, scope, definitions, prohibited acts, prevention, recruitment and procurement safeguards, reporting channels (confidential/anonymous options), investigation protocol, remediation and disciplinary framework, protection from retaliation, recordkeeping, responsibilities and governance, training and communication, monitoring & KPIs. Prepare a plain‑language employee summary and a supplier expectations annex/template clause. Prepare an investigation procedure checklist and template incident report form.
5. Review & Revision
Circulate draft to YWCA and Save the Children International Zambia for comment; incorporate feedback in up to two revision rounds.
6. Implementation Support
Deliver a 2–3-hour training workshop for ALL YWCA staff or provide a rollout plan.
Competencies
Specialized knowledge in ethical workplace practices, human rights law, and supply chain management. They must be capable of drafting policies, conducting audits, and delivering training to prevent workplace misconduct and labor exploitation.
Work Experience
• Minimum five years of experience in development of policies .
• Must be pro-active and a self-starter as this position requires a lot of independent work.
• Knowledge of Anti-Harassment, slavery and discrimination. Strong knowledge with Prevention Sexual Exploitation and Abuse work and policy drafting.
· Proven track record of similar assignments with reputable organizations.
Reporting requirements/deliverables
will need the following reporting requirements/deliverables, but not limited to:
• Inception note including workplan and stakeholder list.
• Legal & benchmarking summary.
• Draft Policy, employee summary (1–2 pages), supplier annex and templates (investigation checklist, incident report, sample supplier contract clause).
• Final Policy and consolidated supporting materials (electronic editable formats).
• Presentation of final policy to leadership and training materials
C) UPDATING OF THE YWCA SAFEGUARDING POLICY
The Young Women’s Christian Association (YWCA) invites qualified and experienced consultants to submit proposals for the provision of consultancy services to review and update its Safeguarding Policy. The objective of this assignment is to develop a comprehensive, robust, and contextually relevant safeguarding policy that aligns with international best practices and applicable regulatory frameworks in Zambia.
1. Objectives of the Assignment
The primary objectives of this consultancy are to:
- Conduct a comprehensive review of the existing safeguarding policy and related procedures.
- Identify gaps and areas for improvement in line with current safeguarding standards and legal requirements.
- Develop an updated safeguarding policy that is inclusive, gender-sensitive, and responsive to the needs of children, young people, and vulnerable adults.
- Strengthen institutional mechanisms for the prevention of, and response to, safeguarding concerns including abuse, exploitation, and harassment.
- Ensure alignment with national legislation and international safeguarding principles and frameworks.
2. Scope of Work
The consultant will be expected to:
- Undertake a desk review of existing safeguarding policies, procedures, and relevant organizational documents.
- Conduct stakeholder consultations, including staff, management, and key partners, to inform the policy revision process.
- Benchmark the current policy against international standards and best practices.
- Develop a revised safeguarding policy, including clear procedures, reporting pathways, and accountability mechanisms.
- Integrate cross-cutting issues such as gender equality, disability inclusion, and child protection.
- Develop practical tools and guidelines to support policy implementation (e.g., reporting templates, codes of conduct, risk assessment tools).
- Facilitate validation meeting members of staff and key stakeholders.
- Provide capacity-building sessions to staff on the updated safeguarding policy and its application.
3. Deliverables
The consultant will be required to deliver:
- An inception report outlining the methodology, work plan, and timelines.
- A gap analysis report of the existing safeguarding policy and systems.
- A draft upgraded safeguarding policy and accompanying procedures.
- A final safeguarding policy incorporating stakeholder feedback.
- Training materials and facilitation of at least one capacity-building session.
- A final consultancy report summarizing the process, key findings, and recommendations.
4. Duration of Assignment
The consultancy is expected to be completed within a period of 20 days from the date of contract signing.
5. Required Qualifications
The consultant should possess the following qualifications and competencies:
- An advanced degree in social sciences, law, human rights, development studies, or a related field.
- Demonstrated experience in safeguarding, child protection, gender-based violence, or related areas.
- Proven track record in developing or reviewing safeguarding policies for NGOs or similar institutions.
- Strong knowledge of international safeguarding standards and Zambian legal and regulatory frameworks.
- Experience in facilitating participatory workshops and delivering training.
- Excellent analytical, report-writing, and communication skills.
6. Reporting and Supervision
The consultant will report to the designated YWCA programmes manager and will work closely with relevant departments to ensure alignment with organizational priorities and operations.
7. Proposal Submission
Interested consultants are invited to submit the following:
- A technical proposal outlining understanding of the assignment, methodology, and work plan.
- A financial proposal with a detailed budget breakdown.
- Updated curriculum vitae (CV) highlighting relevant experience.
- At least two references from similar assignments previously undertaken.

8. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical quality and understanding of the assignment.
- Relevant experience and qualifications of the consultant.
- Proposed methodology and work plan.
- Cost-effectiveness of the financial proposal.
- Demonstrated experience in similar assignments.
