Consultancy to Review and Develop CHZ Strategic Plan (2027–2030)
1. Background
Coalition Health Zambia (CHZ) is a national public health organization working across Zambia to strengthen health systems, improve service delivery, and enhance community health outcomes. Over the past three years, CHZ has been implementing its current Strategic Plan, which has guided programmatic focus and growth, partnerships, business and institutional development.
As the current Strategic Plan approaches its end, CHZ seeks to review its performance, capture lessons learned, and develop another three year Strategic Plan for the period 2027–2030. This process will ensure continuity while adapting to the evolving funding landscape, emerging health priorities, Zambian led priorities, and organizational growth ambitions.
CHZ therefore intends to engage a qualified consultant to lead a structured and participatory process to review the existing strategy and develop the next Strategic Plan.
2. Purpose of the Assignment
The purpose of this consultancy is to review the current CHZ Strategic Plan (past 3 years) and facilitate the development of a forward looking, results oriented Strategic Plan (2027–2030).
3. Objectives of the Assignment
The specific objectives are to:
- Conduct a review of the current Strategic Plan, including achievements, gaps, and lessons learned in line with its current objectives and strategies.
- Undertake an organizational and external environment analysis (SWOT/PESTLE).
- Facilitate consultations with internal and external stakeholders to inform strategic direction.
- Define CHZ’s strategic priorities, goals, strategies and objectives for 2027–2030.
- Develop a results framework with indicators, targets, and monitoring mechanisms.
- Align the Strategic Plan with resource mobilization, sustainability, and partnership strategies.
- Produce a clear, practical, and implementable Strategic Plan document for practical and Board approval.
4. Scope of Work
4.1 Inception Phase
- Review key CHZ documents, including:
- Current Strategic Plan
- Annual reports and performance reports
- Business and resource mobilization plans
- Develop an inception report, outlining methodology, tools, and workplan.
4.2 Strategic Plan Review
- Assess performance against strategic objectives and targets
- Identify key achievements, gaps, challenges, and lessons learned
- Review relevance of current strategic priorities in the evolving context
4.3 Situational and Organizational Analysis
- Conduct:
- SWOT analysis
- Stakeholder mapping
- Funding landscape analysis
- Business Opportunity Analysis
- Assess CHZ’s institutional capacity and positioning
4.4 Stakeholder Engagement
- Facilitate consultations with:
- CHZ management and staff
- Board members
- Government, donors, partners, and civil society
- Ensure a participatory and inclusive process
4.5 Strategic Framework Development
- Refine or define:
- Vision, mission, and values (if required)
- Strategic priorities and thematic focus areas
- Strategic objectives and outcomes
- Develop a results/logical framework
4.6 Implementation and M&E Framework
- Develop:
- Implementation roadmap
- Monitoring, Evaluation, and Learning (MEL) framework
- Risk management and mitigation strategies
4.7 Drafting and Validation
- Prepare a draft Strategic Plan (2027–2030)
- Facilitate a validation workshop
- Incorporate feedback and finalize the document
5. Deliverables
- Inception Report (methodology and workplan)
- Strategic Plan Review Report (performance, lessons learned)
- Situational Analysis Report
- Draft Strategic Plan (2027–2030)
- Validation Workshop Report
- Final Strategic Plan (2027–2030)
6. Duration of the Assignment
The assignment will be conducted over 20 working days, within a period of 5–7 weeks from contract signing.
7. Required Qualifications and Experience
- Advanced degree in Public Health, Development Studies, Business Administration, or related field
- Minimum 8–10 years’ experience in strategic planning and organizational development
- Proven experience in reviewing and developing strategic plans for NGOs or health sector organizations
- Strong facilitation and stakeholder engagement skills
- Experience in health systems, donor-funded programs, and resource mobilization strategies
- Excellent analytical and report writing skills
