Position Summary
Coalition Health Zambia (CHZ, formerly John Snow Health Zambia - JSH) is seeking an accomplished Technical Advisor to provide technical leadership and high-quality support across program design, implementation, monitoring and evaluation (MEL), quality improvement, and new business development (NBD). The Technical Advisor will work closely with the Chief Technical Director (CTD) to strengthen CHZ’s technical excellence, guide evidence-based strategies, and ensure program quality across the portfolio. This role will also support capacity building of country staff, contribute to knowledge generation and innovation, and ensure CHZ’s interventions are data-driven, sustainable, and aligned with ÇHZ strategic plan, Zambia’s health priorities and global standards. This role will be part of the CHZs leadership team.
Key Responsibilities
1. Technical Leadership & Strategy
- Provide technical and scientific leadership across program areas (RMCAH-N, infectious and non-infectious diseases, mental health, health information systems, and private sector engagement).
- Support the CTD in implementing the CHZ Technical Strategy and technical roadmap.
- Conduct technical needs assessments and provide evidence-based recommendations for program improvement.
- Provide backstopping and mentorship to project teams to strengthen service delivery and quality.
- Contribute to organizational technical positioning by drafting briefs, policy papers, and strategy inputs.
· Coordinate work planning with the CTD for achieving CHZ technical objectives and activities to ensure set targets are met within the set timelines;
2. Program Implementation & Quality Assurance
- Provide technical guidance and oversight to ensure program implementation adheres to national policies, global standards, and donor requirements.
- Backstop project teams through mentoring, coaching, and troubleshooting technical challenges.
- Support the integration of Quality Assurance (QA) and Quality Improvement (QI) frameworks into program design and delivery.
- Monitor program quality and effectiveness through site visits, data reviews, and technical audits.
- Contribute to the scale-up of successful innovations and models of care.
3. Monitoring, Evaluation, and Learning (MEL)
- Collaborate with MEL teams to refine indicators, strengthen MEL frameworks, and ensure data quality.
- Analyze and interpret program data to guide adaptive management and strategic decision-making.
- Produce evidence products including technical briefs, abstracts, peer-reviewed publications, and case studies.
- Promote organizational learning by contributing to CHZ’s digital knowledge hub and quarterly learning sessions.
- Support operational research and documentation of innovation pilots.
4. New Business Development (NBD)
- Contribute technical content for proposals (concept notes, narratives, MEL frameworks, log frames).
- Support horizon scanning to identify new funding opportunities and emerging health priorities.
- Work with the CTD and Business Development team to package CHZ’s technical strengths into competitive proposals.
- Participate in donor pre-positioning, partnership building, and technical marketing efforts.
- Draft innovation concepts and support resource mobilization for priority technical areas.
5. Capacity Building & Knowledge Sharing
- Conduct technical capacity assessments and support staff development plans.
- Provide mentorship, coaching, and technical backstopping to project teams.
- Support inter-project technical exchange platforms and CHZ’s internship/mentorship programs.
- Facilitate training sessions and workshops on technical standards, evidence-based practices, and data use.
6. Stakeholder Engagement & Advocacy
- Support CTD in engaging with the Ministry of Health, donors, academic institutions, private sector, and civil society stakeholders.
- Represent CHZ in technical working groups, task forces, and donor meetings when delegated.
- Contribute to CHZ’s advocacy agenda by preparing evidence briefs and presentations.
- Engage with technical forums and scientific communities to raise CHZ’s visibility and influence.
· Support the development /source, disseminate, and ensure operationalization of national/international training materials and systematically update CHZ staff in accordance with national guidelines and MOH policies
Qualifications and Skills
· Medical degree with advanced degree in Public Health, Health Systems, or a related field.
· Minimum 10 years of progressively responsible experience in providing technical guidance and support to project teams, designing, implementing, monitoring, and evaluating health programs.
· Demonstrated expertise in RMCAH-N, infectious and non-infectious diseases, mental health, health information systems, and private sector engagement.

· Strong data analysis, interpretation, and evidence-to-action skills.
· Excellent technical writing, presentation, and communication skills.
· Strong problem-solving, organizational, and time management abilities.
· Ability to provide high-level technical advice and build capacity in multi-disciplinary teams.
· Demonstrated ability to translate complex data into actionable recommendations.
Other Requirements:
· Experience working with key stakeholders including the Ministry of Health, donors, CSOs, and other implementing partners.
· Willingness to travel to project sites across Zambia.
· Commitment to CHZ’s values of equity, innovation, and sustainability.
· Ability to lead a team and interact effectively with other Project staff, GRZ and other counterparts, and other players involved in broader public health matters
· Excellent analytical, written, and oral communication skills
· Computer proficiency in Word, Excel and PowerPoint
· Able to represent CHZ in local, national, and international meetings and events as appropriate.
