1. Instructions to Tenderers
Zambia Red Cross Society (ZRCS) invites you to submit a proposal for its External Audit as per instructions specified in this Request for Proposal and the attached Terms of Reference (TOR) -Annex 1.
2. Eligibility requirement
It is not permitted that invited tenderers appear in more than one proposal.
The Declaration of Undertaking" (Annex 4) must be properly filled in and submitted together with the tender documents.
3. Content of the Request for Proposal
The Request for Proposal consists of the following documents, and should be read in conjunction with any Addenda issued:

ZRCS General and Terms & Conditions for All Service Contracts
4. Language of proposal
The proposal and all correspondence and documents related to the proposal shall be written in plain English.
5. Cost of submitting proposals
The Tenderer shall bear all costs associated with the preparation and submission of the proposal, and the ZRCS will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering process.
6. Acknowledgment
Tenderers shall acknowledge their participation in the tender by forwarding a notification e-mail to noble.phiri@redcross.org.zm And cc caroline.makala@redcross.org.zm within 24 hours of receiving the Request for Proposals. Deadline for the tender is 14:00 hours 27th February 2026
7. Contact point
8. The Tenderer must provide a single point of contact for all correspondence relating to this Request for Proposal. The SRCS will not be responsible for contacting the Tenderer through any route other than the nominated contact. The Tenderer must therefore undertake to notify any changes relating to the nominated contact point.
9. Enquiries/Clarifications
Enquiries are only permitted until 17:00 20th February, 2026 and should be directed to noble.phiri@redcross.org.zm cc caroline.makala@redcross.org.zm Enquiries will be addressed by email to the sender.
In case that the enquiries would make ZRCS give more information than in this request for proposal and its annexes, the answer will be communicated as a circular e-mail to all Tenderers.
10. Amendment to the Request for Proposals
At any time prior to the deadline for submission of proposals, ZRCS may amend the tender documents by issuing Addenda. Any Addendum thus issued shall be part of the tender documents and shall be communicated in writing by e-mail to all Tenderers. Prospective Tenderers should promptly acknowledge receipt of each Addendum by e-mail to the ZRCS. In order to give reasonable time to prospective Tenderers for taking the Addendum into account, the ZRCS may extend as necessary the deadline for submission of proposals.
11. Time Schedule
The ZRCS aims to follow the time schedule indicated below:
• 12th February 2026 – Launch of Request for Proposal
• 20th February 2026 17:00 hours – Deadline to receive clarifications
• 27th February,2026 14:00 hours – Deadline for submission of proposals
12. Submission of Proposals
The following instructions are important and must be adhered to carefully. Failure to follow the instructions may lead to disqualification.
1. The subject must show Proposal for ZRCS External Audit Acute Crisis –Zambia and should be addressed to:

2. The proposal is in 2 parts, financial and technical. The price proposal must be signed and stamped clearly indicating the name of the person authorized to sign.
The tenderer shall structure the technical part of its proposal as per the scope of audit provided in the TORs
3. Any Proposal received after the deadline for submission of proposals will be rejected.
13. Validity:
Your offer must remain valid up to 30 days for the services to be provided on agreed terms and conditions.
14. Contents of the Proposal
The proposal should show on the header “Proposal Reference: “Proposal for ZRCS External Audit Acute Crisis ” and be set out in 2 main parts:
I. Part I. Technical Proposal The technical part of the proposal shall be set out as stipulated in the TORs
I. Part II. Financial Proposal
The financial part of the proposal shall comprise the pricing schedule and if appropriate a financial narrative explaining and clarifying any key points that the ZRCS should be aware of.
-ZRCS will not reimburse costs not included in the bid as well as costs of normal tools of trade (e.g. portable personal computers or electronic counting machines).

The following documents shall be signed, filled, and included as attachments in the proposal:
Annex 1 Terms of Reference (TOR)
Annex 2 Declaration of Undertaking
Annex 3 ZRCS General and Terms & Conditions for All Service Contracts
Any additional information or documents relevant and related to the tender.
Failure to provide the information requested including filled in annexes may be grounds for disqualification.
