A. Introduction
Pact, a nonprofit organization headquartered in Washington, D.C., is implementing the Department of State (DoS) Zambia Integrated HIV and Health Activity (Zambia Integrated Health Activity). The Activity supports the DoS and the President’s Emergency Plan for AIDS Relief (PEPFAR) goal of achieving 95-95-95 HIV targets and provides both service delivery and technical assistance to strengthen Maternal, Newborn, and Child Health (MNCH) services. The Zambia Integrated Health improves, sustains, and further integrates lifesaving HIV/AIDS and MNCH services at both the health facility and community levels, ensuring that client-centered, high-impact, high-quality services are accessible to all Zambians.
Pact Zambia invites qualified hotels and lodging facilities in Central, Copperbelt, Lusaka and Northwestern Provinces to submit quotations for the provision of accommodation services for staff traveling on official business. The objective is to establish reliable, safe, and cost-effective lodging arrangements in accordance with organizational policies. This competitive bidding process may result in the establishment of Blanket Purchase Agreements (BPAs) with one or more vendors for the provision of hotel accommodation, as required.
Prospective vendors are responsible for ensuring that their quotations are submitted to Pact Zambia in accordance with the instructions, terms, and conditions described in this RFQ. Failure to comply with the requirements of this RFQ may result in the disqualification of the quotation from consideration.
B. Scope of Services
Pact will issue BPAs with fixed rates to qualifying vendors to provide lodging services through September 2026 with the possibility of extension subject to satisfactory performance.
Bidders must submit for their services for each location separately and may quote for any or all of the project locations where they have a presence. Quotations must be valid for at least 30 days.
The detailed requirements are as follows:
Accommodation Requirements
• Single occupancy standard double room; and/or
• Single occupancy executive room.
• Full breakfast must be available and included in the quoted room rate.
Vendors must clearly describe the amenities and services offered to guests.
