BACKGROUND
EM ASSOCIATES LIMITED is mobilising a team of experts to respond to the African Development Bank (AfDB) funded Road Infrastructure Improvement Programme. The 4-year programme aims to improve regional interconnectivity, reduce transport costs, and enhance socio-economic development.
We are seeking a highly experienced Team Leader / Transport Economist to lead the Monitoring and Evaluation (M&E) consultancy. The Team Leader will provide overall technical guidance, manage the consultancy team, and ensure the successful execution of all M&E activities, including baseline surveys, mid-term and final impact assessments.
KEY RESPONSIBILITIES
- Lead the development and implementation of the M&E framework, survey plans, and methodologies for all project evaluations.
- Oversee the establishment of baseline data for all outcome and impact indicators.
- Direct the design, development, and operationalisation of a digital M&E system.
- Supervise the conduct of bi-annual surveys on transport costs and travel time, and annual surveys on trade volumes.
- Lead the production of the Mid-Term Evaluation and Final Impact Assessment reports.
- Provide strategic guidance on results-based management and the assessment of project outcomes and impacts.
- Serve as the primary liaison with the Executing Agency (Roads Department) and the AfDB.
QUALIFICATIONS AND EXPERIENCE
- Academic: Master’s Degree in Transportation Engineering, Transport Economics, Social and Development Studies, or an equivalent field.
- Professional Experience:
- Minimum of 10 years of relevant experience in Monitoring & Evaluation of large-scale infrastructure projects.
- At least 8 years of experience in the design and implementation of M&E systems.
- Demonstrated experience in at least 3 assignments of a similar nature within the last 10 years, with a minimum of 2 in a Team Leader capacity.
- Proven expertise in results-based management, logical frameworks, and impact evaluation methodologies.
- Strong background in transport/infrastructure projects, preferably in Sub-Saharan Africa.
- Skills:
- Excellent technical skills in socio-economic research and program/project performance assessment.
- Proficiency in statistical and data analysis tools (SPSS, R, Python, Excel) and GIS.
- Strong communication, facilitation, and report-writing skills in English.
- Registration: Must be a registered member of a recognised professional body.
