Introduction
Mumbwa Child Development Agency (MCDA) is a community-based organisation committed to improving the lives of children, youth, and women in Zambia through integrated development programming.
As part of its strategic expansion into new districts, MCDA seeks to strengthen its institutional capacity, governance systems, and operational effectiveness. To support this process, Mumbwa Child Development (MCD) invites proposals from qualified individual consultants or consulting firms to provide technical expertise in conducting an Organisational Change Management Process.
The assignment will support organisational transformation through a structured, evidence-based approach to systems strengthening and institutional growth.

Objective of the Assignment
The primary objective of this consultancy is to:
•Conduct an organisational assessment
• Identify capacity and structural gaps
• Develop a comprehensive, evidence-based Change Management Framework to guide organisational transformation and expansion
Scope of Work
The selected consultant/firm will be required to undertake, but not be limited to, the following tasks:
• Conduct a light-touch organisational assessment
• Evaluate leadership alignment, governance structures, and operational systems
• Undertake a change readiness assessment at organisational and staff levels
• Identify capacity, structural, and systems gaps
• Facilitate stakeholder consultations and engagement sessions
• Develop a Change Management Framework to support institutional transition and potential merger processes
• Provide organisational restructuring recommendations
• Propose capacity strengthening interventions
Deliverables
The consultant/firm shall deliver the following outputs:
- Inception Report – detailing methodology and work plan
- Organisational Assessment Report – including identified strengths and gaps
- Change Management and Implementation Plan Framework
- Draft Final Report – incorporating stakeholder input
- Final Report – incorporating all feedback
- Presentation of Findings and Recommendations to MCD Management
Duration of Assignment
The consultancy will be implemented over an estimated period of 6-8 Weeks with the final duration to be confirmed during contract negotiations.
Eligibility and Qualifications
Interested applicants must meet the following minimum requirements:
• Demonstrated expertise in organisational development and change management
• Minimum of 7–10 years’ relevant professional experience
• Proven experience in institutional assessments, organisational restructuring, and capacity building
• Prior experience working with NGOs and development sector organisations is highly desirable
• Demonstrated track record of successfully implementing similar assignments

Financial Proposal
• Itemised budget with clear cost breakdown.

Proposals will be evaluated using the following criteria:
• Technical approach and methodology
• Relevant experience and qualifications
• Demonstrated quality of past work
• Cost-effectiveness/financial competitiveness
