Position Purpose
Unlike the other specialists who manage specific clients, the Statutory Compliance Specialist manages the relationships with government portals. They are entirely focused on compiling the raw numbers from all payroll runs, uploading them safely to the ZRA, NAPSA, and NHIMA systems, and tracking payments to guarantee zero late penalties.
Key Responsibilities
- Portal Upload Management: Aggregate payroll files from all specialists to prepare and execute correct monthly system uploads to ZRA TaxOnline, NAPSA, and NHIMA portals.
- Employer Match Verification: Ensure employer-paid contributions—specifically the 5% NAPSA match (up to the K1,861.80 ceiling), 1% NHIMA match, and the 0.5% Skills Development Levy (SDL)—are flawlessly calculated and allocated per client.
- Payment Monitoring: Interface with the treasury/finance desk to verify that statutory funds have physically cleared bank accounts and reached the respective government coffers before the 10th of every month.
- Audit Coordination: Gather and organize historical submission receipts, e-returns, and compliance certificates for annual Workers' Compensation (WCFCB) assessments or random government audits.
Key KPIs
- Submission Deadline Compliance: 100% of e-returns uploaded and validated by the 10th of the following month (Zero penalty hits).
- Reconciliation Accuracy: Perfect match between payroll system totals and final portal receipts.
- Compliance Certificate Status: Maintain valid, active clearance certificates from ZRA and NAPSA at all times.
Qualifications
- Education: Diploma in Accounting, Tax Administration, or Finance.
- Experience: 1-2+ years of experience focused on Zambian corporate tax filings or deep statutory handling. Must possess inside-out knowledge of navigating ZRA TaxOnline and NAPSA web portals.
