Civil Engineer / Road Works Engineer
Position Overview
The Civil Engineer / Road Works Engineer will be responsible for the planning, design, supervision, and quality assurance of all road marking, signage, drainage, and ancillary works executed by Theomes. This role ensures that all projects meet the highest standards of technical accuracy, safety, and regulatory compliance as stipulated by national and local road authorities such as RDA, NRFA, and Local Councils.
The position requires strong leadership, analytical, and field management skills, as well as practical experience in road construction, surfacing, and traffic management systems.
Key Responsibilities
1. Project Design & Planning
- Review and interpret engineering drawings, BOQs, and technical specifications related to road markings, signage, and civil structures.
- Develop marking layouts, signage placement plans, and ensure designs align with Zambian road standards and international best practices.
- Prepare engineering estimates, method statements, and material schedules for each project phase.
- Coordinate pre-construction site surveys and advise management on scope, constraints, and resource needs.
2. Supervision & Implementation
- Oversee site activities, ensuring that road marking, signage installation, and associated works are executed according to approved drawings and specifications.
- Supervise the use of thermoplastic paint, reflective glass beads, and other marking materials, ensuring correct thickness, reflectivity, and durability.
- Ensure correct setting out, alignment, spacing, and dimensions of all markings and signage.
- Monitor drainage and surface preparation to guarantee long-term performance of markings.
- Coordinate with field supervisors and machinery operators to maintain efficiency and safety during execution.
3. Quality Assurance & Compliance
- Implement and maintain quality assurance systems throughout all project stages.
- Conduct inspections, audits, and field tests to ensure workmanship complies with RDA and SADC road standards.
- Approve technical drawings and revisions before submission to clients or authorities.
- Maintain comprehensive documentation of project progress, material usage, and quality reports for submission to consultants and clients.
4. Health, Safety, and Environmental Management
- Ensure all road works adhere to traffic safety management plans and occupational health standards.
- Oversee the implementation of environmental management measures during site preparation, vegetation clearing, and marking operations.
- Participate in risk assessments and promote safe work procedures for staff and subcontractors.
5. Coordination & Reporting
- Liaise with clients, consultants, and government departments to ensure alignment on project expectations and deliverables.
- Support tender preparation and technical documentation for new projects.
- Prepare and present project progress reports, work plans, and cost analyses to management.
- Advise management on technical improvements and innovations in road marking materials and machinery.
Qualifications & Requirements
- Education: Bachelor’s Degree or Diploma in Civil Engineering or related field.
- Experience: Minimum of 3–5 years of proven experience in road construction, surfacing, or traffic management infrastructure.
- Technical Skills:
- Proficiency in AutoCAD, Civil 3D, or equivalent design software.
- Knowledge of thermoplastic road marking, reflective material specifications, and road safety design principles.
- Understanding of Zambian road authority (RDA) standards, SADC design guidelines, and site QA/QC processes.
- Soft Skills: Strong analytical ability, leadership, team coordination, and excellent communication skills.
- Licensing: Registered or eligible for registration with the Engineering Institution of Zambia (EIZ).
- Additional Advantage: Experience working with local councils, contractors, or major road infrastructure projects.
