LOT 1: Tender for the Construction of Two (2) Mini Ablution Blocks Male (3 WCs) and Female (3 WCs) and One (1) Staff Mini Ablution Block at Nkrumah Extension Primary School, Kabwe District
1. INTRODUCTION
Habitat for Humanity Zambia (HFHZ) is a locally registered Non-Governmental Organization founded in 1984. The organization currently operates in three provinces—Lusaka, Central, and the Copperbelt—responding primarily to shelter needs and related services, including water, sanitation, and hygiene (WASH), for vulnerable families in marginalized peri-urban communities.
Through the Improved Access to WASH Services through Community-Driven Models in Ngabwe and Kabwe District (EG8073t Project), HFHZ intends to fund the construction of two (2) learner mini ablution blocks (Male: 3 WCs; Female: 3 WCs) and one (1) staff mini ablution block at Nkrumah Extension Primary School in Kabwe District.
HFHZ hereby invites sealed bids from eligible and registered vendors for the execution of the above-mentioned works.
2. DELIVERY APPROACH
HFHZ promotes a community-driven approach that actively involves local authorities and stakeholders, including the Local Council, District Education Board Secretariat (DEBS), District Health Office, school management, community leadership, and community members. Engagement will occur from planning through implementation, monitoring, and completion of works. This approach aims to strengthen local capacity and ensure quality delivery that meets end-user needs and donor requirements, in line with the approved scope of works (see Annex 1).
3. SCOPE OF WORKS
The works shall include, but not be limited to, the following:
i) Substructure Works
- Site clearing and excavation
- Concrete works
- Blockwork
- Septic tank construction
- Soakaway construction and stone installation
ii) Superstructure Works
- Reinforced concrete slab works
- Blockwork and lintel construction
- Steel purlins and roofing sheet installation
- Electrical installations
- Ironmongery fittings
- Water supply and plumbing installations (toilets, urinals, and showers)
- Finishes, including plastering, floor screed/terrazzo flooring, half rough-cast and half paint finish
Note: All learner and staff ablution facilities shall be connected to a single septic tank and soakaway system.

5. ELIGIBILITY OF BIDDERS
HFHZ reserves the right to invite bids from its interested bidder.
5.1 General Eligibility and Compliance Requirements
Bidders must submit the following mandatory documents:
- Signed cover letter and financial offer
- Valid NCC Certificate (Category B or C)
- Valid ZPPA Registration Certificate
- PACRA Registration Certificate
- Valid Workers’ Compensation Fund Control Board Certificate
- Valid Tax Clearance Certificate and TPIN
- Valid EIZ/ERB Registration License
- Company profile indicating a physical address
- Three (3) most recent stamped bank statements (last three months)
- Brief Method Statement outlining the implementation approach
- Project duration and a Gantt chart showing the schedule of works
5.2 Personnel, Experience, and Equipment
Key Personnel (minimum requirements):
- Registered EIZ Water Engineer, Civil Engineer, or related qualification (Diploma or Degree is an added advantage) with at least three (3) years’ experience for supervision of works (attach CV and qualifications)
- Plumber with at least three (3) years’ experience (attach CV and qualifications)
- Building Foreman/Bricklayer with at least three (3) years’ experience (attach CV and qualifications)
Experience:
- Proof of completion of similar works (e.g., completion certificates, award letters, or purchase orders)
Equipment (minimum):
- 4x4 truck capable of accessing muddy roads
- Plate compactor
- Poker vibrator
- Concrete cutting machine
- Wheelburrows,Shovels etc
- Generator set (to mitigate load-shedding)
For all equipment and tools, bidders must provide proof of ownership or a signed lease agreement.
6. SITE VISIT
Bidders are encouraged to visit the site and examine its surroundings to obtain all necessary information required for preparing their bids. Any costs associated with the site visit shall be borne by the bidder.
7. BID SUBMISSION REQUIREMENTS
All bids must:
- Be addressed to the Chairperson, Procurement Committee
- Be physically submitted in a sealed envelope
- Be accompanied by a non-returnable USB flash drive containing soft copies of all submitted documents

All bids must be priced in Zambian Kwacha (ZMW) and be inclusive of all applicable taxes.
Important Notice: All bidders are strongly advised to ensure that the correct submission register is fully completed at the time of submission. Any bid that is incorrectly or improperly signed will result in automatic disqualification at the bid opening stage.
8. SIGNING OF CONTRACT
Upon notification of award, the Employer shall promptly issue the successful bidder with the Contract Agreement for review and signing.
9. PROJECT DURATION
The project is expected to be completed within four (4) months from the date of contract signing.
