MANAGER, TECHNOLOGY OPERATIONS
Dot Com Zambia PLC is a publicly listed Zambian technology company on the Lusaka Securities Exchange. Currently, we are the largest eToll manager in Zambia, focused on managing enterprise electronic tolling accounts for fleet operators. Beyond this core business, we build, deploy, and run a range of digital products and solutions, some that we own and operate ourselves and some that we develop and run for our clients across the public and private sectors. We also have new products and platforms currently under development as we continue to expand our technology portfolio.
THE ROLE
The Manager, Technology Operations is the operational backbone of the company. The role is responsible for ensuring that the systems, products, and technology services the business depends on remain reliable, secure, and effective.
The role spans three areas:
• Internal systems and business operations
• DCZ products and platforms
• Client solutions and managed services
Once a system, product, or solution moves into live operation, responsibility for its day to day management sits with Technology Operations. The role also leads the technology operations team and is responsible for developing the function as the company continues to grow.
The role reports to the Chief Financial and Operations Officer.
WORKING WITH ENGINEERING
DCZ has its own engineering function, our in house software development team responsible for building and enhancing the products we own and operate, as well as the solutions we deliver to clients. Technology Operations works alongside Engineering as a partner function.
The distinction is straightforward. Engineering builds and enhances systems. Technology Operations keeps those systems running reliably in day to day operation.
Technology Operations also serves as the operational voice of the business, identifying issues, opportunities for improvement, and user needs, and working with Engineering to prioritise and deliver the changes required.
WHAT THE ROLE COVERS
• Corporate IT and internal systems
Keeping DCZ running as a business by managing user access, software licences, endpoints, workplace technology, and the internal systems and tools employees depend on every day.
• Solutions design and client engagement
Working with clients, sales, engineering, and other stakeholders to understand business requirements, shape solution approaches, contribute to proposals and technical documentation, and help ensure that the solutions we deliver are practical, supportable, and aligned to client needs.
• Infrastructure and data management
Managing the infrastructure that supports our products, client solutions, and internal systems, including security, monitoring, backup and recovery, access management, incident response, and overall operational reliability.
• DCZ products in production
Operating and supporting the products DCZ owns and runs, including eTolls, ensuring they remain stable, secure, and effective for the clients who depend on them, while identifying opportunities for ongoing improvement.
• Managed services and client support
Operating and supporting the systems and solutions DCZ has deployed for clients, providing ongoing technical management, customer support, issue resolution, and service delivery on the client's behalf.
• Technical support
Running the support desk as the first point of contact for technical and system issues raised by staff, clients, and product users, ensuring issues are logged, prioritised, communicated, and tracked through to resolution.
WHAT WE ARE LOOKING FOR
• 5 or more years in technology operations, IT management, systems administration, or a related leadership role
• Strong understanding of how organisations use technology to improve operations, efficiency, service delivery, and customer experience
• Experience managing business critical systems, technology services, or digital products in live operation
• Ability to engage with users, clients, and stakeholders to understand operational needs and translate them into practical technology solutions
• Strong written and verbal communication skills, including documentation, reporting, stakeholder management, and client engagement
• Experience leading teams, managing priorities, and coordinating the resolution of operational issues
The candidate who stands out understands how a business runs, not only how its systems run. They can identify operational problems, understand what people need, and use technology to deliver practical solutions. They are comfortable engaging with clients, users, and colleagues across a range of industries and translating business needs into effective technology solutions. That combination of business understanding and technology judgement is rare and highly valued here.
SALARY
At Dot Com Zambia PLC we offer competitive compensation aligned to the scope of the role, the experience and capabilities of the successful candidate, and the value they are expected to bring to the business.
We recognise that strong technology professionals come from a wide range of backgrounds and career paths. For that reason, compensation is considered on an individual basis, taking into account experience, leadership capability, technical and operational expertise, track record, and overall fit for the role.
We reward results and outcomes. People who improve how the business operates, earn the trust of clients and colleagues, and create measurable value for the company have significant opportunities for growth in both responsibility and earnings. Performance incentives, long term opportunities, and career progression form an important part of our approach to rewarding strong performers.

COVER LETTER
Please keep your covering note concise and address the following:
- Tell us about a time you improved the way an organisation operated, not only the way a system performed. What did you change, how did you measure the difference it made, and how did you make it stick?
- Describe the most serious operational or security incident you have had to manage. What happened, what did you do in the moment, and what did you change afterwards so it would not happen again?
- In your experience, what technology or system do organisations most often rush to put in as a must have, at real cost and complexity, when a simpler or cheaper approach would have served them better? Name it, explain why you disagreed with it, and tell us what you would have done instead.
