§ Conduct and document at least one HSSEQ MS system per year
§ Demonstrate competence in ISO Systems (FMSS, QMS, SMS & EMS)
§ Performance appraisals using the driver league system
§ Be the champion for all operations standards
§ Conduct HEMP and maintain the organisation’s risk register
§ Drive implementation and maintenance of the HSSE MS
§ Define clear roles and responsibilities in the ER plan
§ Ensure drivers are trained on all critical company policies
§ Track HSSEQ performance against KPI’s
§ Implement and maintain an incident reporting system which aligns with the petroleum industry
§ Compose training Aids from all incidents and implement learning from incidences (LFI) lessons
§ Develop an emergency response plan that covers all critical scenarios
§ Conduct quarterly drills per emergency response scenario with drivers, workshop personnel and admin staff
§ Actively participate in RRA for all routes being serviced by Company Trucks
§ Implement and maintain a Safe to Operate System
§ Ensure daily safe to load inspections are conducted on trucks being dispatched
§ Ensure vehicle utilisation through liaising with the workshop team
§ Implement and drive Journey Management Planning between all loading and offloading points
§ Ensure fatigue management trainings for all driving on company duty
§ Demonstrate equitable and consistent driver consequence management for all violations
§ Ensure front line staff participate in HSSEQ culture through adherence to PPE requirements, and attendance of toolbox talks
§ Ensure in-route spot checks are randomly conducted on trucks to ensure policies such a Non-use of cell phones, use of seatbelts, no unauthorised passengers, in-cab cleanliness etc… are carried out
§ Ensure security (Fencing, Manpower, entry/exit procedures, technology, lighting etc) are sufficient for the site
§ Ensure amenities are sufficient at the parking site
§ Audit spill containment and bund integrity is sufficient to protect the environment
§ Monitor On-time in-full deliveries to all customer sites
§ Ensure driver report delivery constraints and unsafe offloading conditions
§ Demonstrate actions against all customer complaints and provide feedback
§ Document all key processes and ensure drivers are adequately trained on all SOP’s
§ Ensure waste management contracts are maintained with certified organisations
§ Develop a year-on-year HSSEQ and Systems KPI dashboard for the operation and against all clients
§ Be custodial of internal audit to ensure continuous improvement
§ Ensure all relevant reports are generated as prescribed
§ Be the first contact person for all audits and audit queries
§ Review and address all delivery challenges including, but not limited to DOT, Intransit losses etc.
§ Document and report all non-executable orders
§ Run the HSSEQ & ISO systems notice board and keep it updated
REQUIRED
Academic Qualifications and Experience
1. Holder of a full Grade 12 Certificate
2. Has a minimum of a Bachelor’s Degree from a recognised Zambian tertiary learning institution
3. Member of the Zambia Chartered Institute of Logistics and Transport
4. Competence in the Fleet Management Safety Systems
5. Knowledge on Vehicle Maintenance Standards
6. Competence in Systems Implementation
7. Competence in 7- Pillar Global Haulier Assessment
8. Minimum of 3 years in the field of logistics & transport and Systems
9. Computer Literate
