The National Technology Business Centre (NTBC) is a Statutory Body established by the Science and Technology Act No. 26 of 1997 and Statutory Instrument No. 136 of 1999, both of which are founded in the National Science and Technology Policy of 1996. NTBC is managed by a Board of Directors drawn from various sectors and industry. The Centre’s main objective is to ensure the promotion, marketing, and transfer of proven and sustainable technologies to entrepreneurs in order to maximize their utilization and contribute to sustainable national industrial development.
The NTBC seeks to recruit suitable qualified and experienced Zambian Citizens to fill up the following Positions:
1. Technology Audit and Validation Specialist
2. Assistant Accountant
3. Monitoring and Evaluation Officer
4. Enterprise Development Officer
NATURE OF EMPLOYMENT
Permanent and Pensionable.
1. TECHNOLOGY AUDIT AND VALIDATION SPECIALIST (NTBC-3)
JOB PURPOSE: To undertake the monitoring and evaluation of local and imported technologies to assess their relevance and environmental impact
SUMMARY OF JOB RESPONSIBILITIES
I. Undertakes effectively the monitoring and evaluation of imported technologies to determine their relevance and environmental impact
II. Undertakes effectively the auditing and validation of technologies earmarked for investment in Zambia to enhance the uptake of technologies by industry.
III. Undertakes effectively the provision of advisory services for engineering and process design to promote the use of optimal technology.
IV. Undertakes effectively the development of technology profiles to enhance the uptake of modern technology by industry
KNOWLEDGE AND SKILLS REQUIREMENT
I. Full form V/Grade 12 School Certificate
II. Bachelor’s Degree in Engineering or its Equivalent.
III. Minimum relevant pre-job experience of 6 years.
2. ASSISTANT ACCOUNTANT (NTBC – 4)
JOB PURPOSE: To undertake the Provision of financial management services to facilitate the implementation of programmes and ensure prudent utilisation and accountability of financial resources.
SUMMARY OF JOB RESPONSIBILITIES
I. Undertakes timely the preparation of financial statements to comply with financial and statutory regulations.
II. Undertakes timely the preparation and submission of financial management reports to comply with financial regulations and facilitate decision making.
III. Undertakes effectively coordination of the development and review of internal controls to enhance transparency and accountability in the utilisation of financial and material resources.
IV. Undertakes effectively the monitoring of expenditure to ensure that spending is in line with the approved budgets and financial regulations.
V. Undertakes timely the costing of programmes to facilitate preparation of annual budget estimates and disbursement of financial resources.
VI. Undertakes timely the preparation of responses to resolve audit queries and ensure unqualified accounts.
VII. Undertakes effectively accounting for assets to safeguard institutional property.
VIII. Undertakes effectively the preparation of cash flow forecasts to ensure the centre’s liquidity.
IX. Supervises effectively the storage and distribution of goods to ensure accountability, safe custody and availability to end users.
X. Supervises timely the development of workplans and the implantation of the performance management system to monitor, evaluate and enhance performance.
XI. Supervises effectively human and other resources to facilitate attainment of set objectives.
KNOWLEDGE AND SKILLS REQUIREMENT
I. Full form V/Grade 12 Certificate
II. Bachelor of Accountancy Degree or its equivalent
III. Minimum relevant Pre-Job Experience of 6 years.
IV. Must be a member of the Zambia Institute of Chartered Accountant
3. MONITORING AND EVALUATION OFFICER (NTBC- 4)
JOB PURPOSE: To undertake the monitoring and evaluation of the Centre’s programmes and projects to facilitate the implementation of appropriate interventions.
SUMMARY OF JOB RESPONSIBILITIES
I. Undertakes effectively the formulation of monitoring and evaluation frameworks to facilitate the monitoring of programmes.
II. Undertakes regularly the conduct of socio-economic research on emerging issues to promote evidence-based policy formulation.
III. Undertakes effectively the monitoring and evaluation of the implementation of programmes, projects and policies to ensure attainment of set goals.
IV. Undertakes effectively the establishment and maintenance of a monitoring and evaluation repository to facilitate storage and retrieval of information.
V. Undertakes periodically the coordination of the development of bankable proposals to ensure the financial sustainability of the centre.
KNOWLEDGE AND SKILLS REQUIREMENTS
I. Full form V/Grade 12 School Certificate
II. Bachelor’s Degree in Demography or its equivalent
III. Minimum pre-job experience of 3 years
4. ENTERPRISE DEVELOPMENT OFFICER (NTBC-4 )
JOB PURPOSE: To undertake the provision of business development support services to the business’s based technological innovations to facilitate development of viable enterprises.
SUMMARY OF JOB RESPONSIBILITIES
I. Undertakes effectively the provision of business advisory services to the businesses based on technological innovations to facilitate technology transfer and commercialisation.
II. Undertakes effectively the development, implementation and review of business incubation programmes to facilitate the scaling up of sustainable enterprises.
KNOWLEDGE AND SKILLS REQUIREMENTS
I. Full form V/Grade 12 School Certificate
II. Bachelor’s Degree in Business Administration or its equivalent
III. Minimum relevant pre-job experience of 3 years.
