Background:
Coalition Health Zambia (CHZ) is a leading Zambian non-governmental organisation established in 2019 that is dedicated to strengthening health systems and advancing public health outcomes through innovative, evidence-driven, and sustainable solutions. CHZ works in partnership with the Government of the Republic of Zambia, development agencies, civil society, the private sector, and communities in the implementation of health programmes.
In partnership with CIDRZ through the CHEP project, CHZ will implement Coordinated, Community-led Demand Creation for Lenacapavir PrEP (including Lenacapavir) for six months, in six districts of the Copperbelt province. The goal is to increase awareness, informed decision-making, and uptake of Lenacapavir (LEN) as part of Zambia’s combination HIV prevention package through coordinated Social and Behaviour Change (SBC) interventions and community mobilization among priority populations in the selected districts. CHZ will work closely with the Ministry of Health (MoH), National HIV/AIDS/STI/TB Council (NAC), and other key stakeholders.
Position summary: Under the guidance of the SBC Technical Lead, the District (Zone) Coordinator will be responsible for subnational implementation, coordination and supervision of programme activities within designated geographic areas. S/he will serve as the critical link between national-level technical leadership and community-level implementation, working in close collaboration with MoH, NAC, and the CHEP team.
1. Key Responsibilities
- Coordinate the delivery of program activities at the district level, including Social Behaviour Change (SBC) interventions for increased uptake of PrEP in collaboration with MoH and NAC
- Serve as the primary point of contact with the communities, District Health Offices (DHOs), NAC, and the CHEP representatives
- Coordinate the recruitment, training and ongoing mentorship of the project-supported community-based volunteers (CBVs) in collaboration with the health facility in-charges
- Participate in the review, pre-testing, and implementation of Social & Behaviour Change interventions, ensuring fidelity to programme design
- Facilitate the distribution and monitor the usage of SBC materials
- Conduct regular site visits to assess program progress, identify implementation challenges and support adaptive solutions at field level
- Collaborate with the DHO team and district-level stakeholders to plan and conduct community engagement events and stakeholder meetings to increase awareness and uptake of HIV prevention services, including LEN
- Support routine data collection, validation, preparation and submission of quality and timely district-level report
- Support the rapid LEN PrEP needs assessment in the designated districts in collaboration with the M&E Coordinator
- Participate in the identification and documentation of best practices, lessons learnt, and success stories from ongoing implementation
- Facilitate engagement with local stakeholders, including health facilities and community leaders, for demand creation and community mobilization
2. Key Competencies
- Technical Knowledge in HIV Prevention Programming: Solid understanding of HIV/AIDS programming, including PrEP (particularly Lenacapavir), demand creation strategies, and community-led interventions.
- Data Management, Analysis & Visualization: Proficiency in collecting, validating, analyzing, and presenting program data using tools such as Excel, DHIS2, or other M&E systems to support evidence-based decision-making.
- Programme Coordination & Implementation: Strong ability to coordinate multi-stakeholder activities at district level, ensuring timely and high-quality implementation of planned interventions.
- Capacity Building & Mentorship: Proven experience in training, coaching, and mentoring community-based volunteers and frontline workers to enhance performance and service delivery.
- Stakeholder Engagement & Relationship Management: Excellent interpersonal and communication skills with the ability to build and maintain effective working relationships with government (MoH, NAC), partners, and community leaders.
- Community Mobilisation & SBC Expertise: Experience designing and implementing Social and Behaviour Change (SBC) strategies to influence health-seeking behaviors in diverse community settings.
- Problem Solving & Adaptive Management: Ability to identify implementation challenges, propose practical solutions, and adapt approaches in dynamic field environments.
- Report Writing & Documentation: Strong skills in preparing high-quality, timely reports, success stories, and documentation of lessons learned and best practices.
- Organisational & Time Management Skills: Ability to manage multiple tasks, meet deadlines, and deliver outputs under minimal supervision.
3. Qualifications
- Education: Bachelor’s degree in Public Health, Monitoring & Evaluation, Statistics, Social Sciences, or a related field. A postgraduate qualification will be an added advantage.
- Professional Experience: Minimum of 3–5 years of relevant experience in Monitoring & Evaluation and/or program implementation within health or development programs.
- Technical Experience: Experience in HIV/AIDS, SRHR, or PrEP programming is highly desirable
- Proven experience working with community-based programs and decentralized teams
- Familiarity with Zambia’s health system, particularly district-level coordination structures (e.g., DHOs)
- Data & Digital Skills: Proficiency in Microsoft Office (Excel, Word, PowerPoint) and experience with data systems such as DHIS2 or similar platforms.
- Training & Facilitation Skills: Demonstrated ability to design and deliver trainings and support mentorship of community cadres.
